Job Description

Scope of Responsibilities

Governance Administration

  • maintain accountability for government regulatory policies and laws and changes to these as they are made by the government, ensuring that Sias IS is always in 100% compliance with these requirements;
  • evaluate information and advise the SLT on regulatory policies and laws in relation to the school operation and its compliance to these regulations and laws;
  • enable regular consultation and support to the SLT regarding external relations and government relations;
  • coordinate meetings organized by local authorities or as required by the school with such authorities;
  • oversee the annual renewal of all school licenses/certificates;
  • manage the required documents and arrangement for various government inspections and reviews; (Zhengzhou Education Bureau, Foreign Expert, Foreign Affairs, Zhengzhou Transportation, Traffic Police, Local Police, Police of Fire Department, Market Supervision and Administration (CFDA), Sanitary Department, Zhengzhou Government Agencies and other pertinent organizations.);
  • ensure compliance by Sias IS for custom clearance of educational materials.

Facility & Property Management

  • monitor and negotiate leases with school landlords and maintain general relationships between the school and landlords;
  • assist the SLT in planning for continuing availability of space, facilities, utility, site services and equipment;
  • manage the maintenance of the school site including the purchase and repair of all furniture, equipment and fittings related to facilities, security, and safety to ensure the safe maintenance and security operation of all school premises;
  • monitor, assess and review contracts for outsourced school services, (e.g. catering, cleaning, transportation, guard force) to ensure the safe maintenance and security operation of all school premises;
  • monitor the contractual obligations of such outsourced school services ensuring that their work is in line with contractual obligations;
  • ensure legal compliance of facility, safety, and security contracts and processes;
  • manage renovation and construction projects including overseeing qualified bidders/suppliers sourcing, bidding, plan reviewing, process supervision, quality control, project documentation and decoration etc;
  • collaborate with the SLT in long term maintenance planning for large asset items such as AC systems, elevators, fire system, PE facilities etc;
  • collaborate with the SLT to coordinate school activities/events including setup, purchase of supplies and scheduling of staffing support;
  • assist the SLT in the recruitment and performance management of maintenance, facilities, and security staff;
  • other duties as assigned by the HOS or Operations Manager (OM).

Health & Safety Management

  • act as the school’s Health and Safety coordinator and Fire Officer interfacing with respective authorities;
  • oversee food management contract and ensure school is in health and safety guidelines;
  • oversee and monitor statutory obligations and compliance for fire and safety practices;
  • ensure the health & safety policy is implemented at all times, put into practice and is subject to review and assessment at regular intervals or as situations change;
  • collaborate with the school nurse or doctor regarding student health and safety compliance and issues.

Required Experience, Training and Qualifications

Education, Training and Personal Qualities

  • minimum of a Bachelor’s degree in engineering, business administration and/or related field from an accredited university;
  • experience in the field of business, facilities management, food management, operations, safety, or security management, preferably in an expatriate company and/or international school;
  • preferred work in an education environment, particularly in K-12;
  • excellent skill on Microsoft Office suite, Word, Excel, iOS; proficient user of software related to facilities design;
  • Native Chinese speaker as well as proficient English language skills in speaking and writing;
  • demonstrated strong organizational skills, and analytical ability;
  • ability to work under pressure and to tight deadlines maintaining attention to detail and solving problems;
  • team player with good interpersonal skills;
  • initiative, reliable, leadership and professional working ethic with strong interpersonal, communication and presentation skills;
  • process, workflow and documentation development.
